Product Safety Regulation (GPSR)
What is the GPSR?
The GPSR (Product Safety Regulation) replaces the previous EU product safety legislation and ensures a harmonised safety standard for consumer products. It applies to all products intended for consumers - regardless of whether they are traded in the B2B or B2C sector.
Affected groups:
- Manufacturers from the EU who design, produce or sell products under their name.
- (Online) retailers who sell products directly to consumers in the EU.
- Importers who import goods from third countries into the EU.
Affected products:
- New, used, repaired or refurbished consumer products placed or made available on the market within the EU.
Exceptions:
- Products already made available on the EU market before 13 December 2024
- Products that must be repaired or reconditioned before use and labelled as such.
- Human and veterinary medicinal products
- Foodstuffs
- animal feed
- Live plants and animals, as well as genetically modified organisms
- Animal by-products and derived products
- plant protection products
- Means of transport operated by service providers
- Aircraft
- antiques
New obligations for retailers and manufacturers
The GPSR places a special focus on information obligations and risk assessment. These requirements must be met in order to sell products in the EU in a legally compliant manner.
Risk assessment
Manufacturers must carry out a risk assessment for each product. This includes:
- The identification of potential hazards.
- An evaluation of the risk and suitable measures to minimise the risk.
- The documentation of this analysis, which must be kept for at least ten years.
Information obligations
Product identifiers
Retailers must provide certain product information clearly and unambiguously in the online offer:
- At least 1 product photo or schematic representation
- Clear description of the product (e.g. ‘outdoor jacket’)
- Other product identifiers (e.g. colour and size)
Details of manufacturers with an EU branch
- Company or brand name
- Postal address
- E-mail address or link to homepage
Details of manufacturers without an EU branch
- Data of the manufacturer:
- Company or brand name
- Postal address
- E-mail address or link to homepage
- Data of the importer or authorised representative established in the EU:
- Company or brand name
- Postal address
- E-mail address or link to homepage
Safety instructions and warnings
- In the national language of the respective EU member state and in easily understandable language.
Provide mandatory information in the PepperShop
There are two ways to provide the legally required information for your articles. The manufacturer module saves you a lot of time, but you can also enter the information as article characteristics without the module.
Necessary for the start
- At least PepperShop version 11 build 46 or version 10 build 106
- If you have an older version, you can order an update.
Variant 1: Manufacturer module
With the manufacturer module, you enter the manufacturers of your products once and can assign a manufacturer to articles with a single click.
Enter manufacturer
Where: ‘Article’ → ‘Manufacturer management ’
- Internal shop no.:** Assign an internal shop number to the manufacturer.
- Name:** Enter the company or brand name of the manufacturer.
- This is displayed by default above the item price and in the product security.
- Link:** Enter the URL of the manufacturer’s website including ‘https://’.
- If customers click on the manufacturer’s name above the price, they will be redirected to this URL. The link is also displayed in the product safety section.
- Image:** If you wish, you can upload an image or logo of the manufacturer.
- This will be displayed like the manufacturer’s name above the item price.
- Address:** Enter the manufacturer’s postal address.
- Importer:**
- For manufacturers based in the EU: Leave blank.
- For manufacturers not based in the EU: Enter the company name and postal address of the importer or authorised representative based in the EU.
- Contact:**
- For manufacturers based in the EU: If you wish, you can enter the manufacturer’s e-mail address here.
- For manufacturers not based in the EU: Enter the e-mail address of the importer.
Assign a manufacturer to an article
If you want to assign a manufacturer to an individual article, proceed as follows.
By the way: If you have many articles, you could save time with a mass mutation. Please read the next chapter ‘Assigning a manufacturer to several articles at the same time’.
- Go to “Articles “ → ”Edit article ’.
- Under “Manufacturer info “ you can select the desired manufacturer under ”Manufacturer name ’.
- All details are now displayed in the shop next to the article.
Assign a manufacturer to several items at the same time
To assign a manufacturer to several articles in a category, you can use the article mass mutations. To do this, proceed as follows:
- Go to “Articles “ → ”Mass mutation ’.
- click on “Manufacturer ’.
- select a category.
- You will now see all items in this category and can select the manufacturer for each item individually under “Manufacturer name ’.
- Click on “Save ’.
Adapt manufacturer specifications
- Go to “Articles “ → ”Manufacturer management ’.
- Customise the information in the fields for the desired manufacturer.
- Click on “Save ’.
- When you reload the shop page, the manufacturer’s details are adjusted for all assigned items.
Delete manufacturer
- Go to “Articles “ → ”Manufacturer management ’.
- Tick the manufacturers you wish to delete.
- Click on “Save ’.
Add safety and warning notices
If you sell items that require safety instructions or warnings, you must also enter these with the respective item.
- Go to “Articles “ → ”Edit article ’.
- Search for the desired article.
- Click on “Edit article characteristics ’
- A new page appears. Click on “New article feature ’.
- Select “Safety instructions ’ from the drop-down menu.
- Enter the security note in the field under “Value ’.
- If your shop is multilingual, you must specify the security notice in the respective language.
- Click on “Save ’.
- The safety notice is now displayed in your shop next to the item under “Product safety ’.
Variant 2: Article features
If you do not have the manufacturer module, you can enter the manufacturer information and safety instructions manually for each individual item.
- Go to “Articles “ → ”Edit article ’.
- Search for the desired article.
- Click on “Edit article characteristics ’.
- A new page appears. Click on “New article feature ’.
- You now have a selection of several article characteristics that belong to the GPSR:
- Manufacturer:** Company or brand name of the manufacturer
- Importer:**
- For manufacturers based in the EU: Do not add as an article characteristic.
- For manufacturers not based in the EU: Company name and postal address of the importer or authorised representative based in the EU
- Address:** Postal address of the manufacturer + URL of the manufacturer’s website
- Contact: E-mail address of the manufacturer or, if available, the importer.
- Safety instructions:** Safety instructions for the product.
- Attention! Must be provided in the different languages if the shop is multilingual.
- Wählen Sie alle benötigten Artikel-Merkmale aus und schreiben Sie jeweils in das Feld unter “Wert” den passenden Text hinein.
- Click on “Save ’.
- The information will now be displayed in your shop under “Product safety ’.
Store safety data sheet
Previously, safety data sheets were listed in the “Download ’ section of the article. You can now also display them in the “Product safety ’ section. To do this, proceed as follows:
Enter new safety data sheet
- Go to “Articles “ → ”Article documents ’.
- Click on “Add new article document.
- Article: Click on “Select article ’ and search for the article to which you want to add the safety data sheet.
- Language: The safety data sheet is only displayed if this language is selected in the shop. So if you have several languages in the shop, you must add the safety data sheets in the respective language individually.
- Label: Give the article document a name. For example, ‘Safety data sheet’.
- Group: Enter ‘gpsr’ in the field.
- Click on “Select file ’ and upload the safety data sheet.
- Click on “Save ’.
- The safety data sheets are now displayed in the “Product safety “ and ”Download ’ sections of the article.
Re-allocate safety data sheets
- go to “Articles “ → ”Article documents ’.
- write the text “gpsr “ in the ”Group ’ field of all safety data sheets.
- Click on “Save ’.
- The safety data sheets are now displayed with the article under “Product safety “ and ”Download ’.
Import options
If you have PepperShop Abo Plus or Enterprise, you can import the manufacturer data and safety instructions into PepperShop via Webservice API or Business Connector. You can find more information here:
